Похоже на то. Когда смотрел изначально, смутило, что якобы 1963 год постройки, а на самом деле оказалось, что 1983. Видимо да, такая не вполне обычная 114-12-75.

Кстати, насчет окон - такие же, как и тут: https://domophoto.ru/photo/289799/. Для 1980-х такое уже очень необычно.
